Manchester City have announced plans to appeal after an independent Premier League commission found the club guilty of serious financial rule breaches covering nine seasons between 2009 and 2018.
The Premier League confirmed the commission’s findings on Tuesday, September 29, 2026, bringing a major development in the long running case involving the English champions.
The findings relate to the 2009/10 through 2017/18 seasons. According to the Premier League, Manchester City were found guilty of the financial rule breaches alleged against them during the period, as well as 3 of 4 charges relating to the club’s failure to cooperate with the league’s investigation.
The Premier League had originally referred the alleged breaches to an independent commission in February 2023, following a four year investigation. The allegations included claims that the club failed to provide accurate financial information concerning revenue, sponsorship income, related party transactions and operating costs.
The latest findings also include allegations concerning commercial arrangements that the Premier League said were used to inflate Manchester City’s reported revenues and reduce its reported costs. Reuters reported that the commission found the arrangements involved more than £900 million in disputed financial figures.
Manchester City has rejected the findings and maintained its position that it did not commit the alleged wrongdoing.
In a statement following the decision, the club said it was “disappointed and surprised” by the outcome and confirmed that it would pursue the appeal avenues available to it.
City argued that the commission’s opinion contained material errors relating to law, principle and fact and described the decision as unsafe.
The case is therefore not necessarily at its final stage, with the club’s planned appeal expected to determine the next phase of the dispute.
The Premier League’s confirmation of the commission’s findings marks a significant development in a case that has been ongoing for several years. However, no final sporting punishment has been imposed as part of the announcement, meaning questions over possible sanctions remain separate from the appeal process.
Manchester City has continued to deny wrongdoing throughout the proceedings and previously said it welcomed scrutiny by an independent commission, maintaining that evidence existed to support the club’s position.
The outcome of the appeal will determine whether the commission’s findings stand or are altered.
