The Senate on Thursday approved a fresh three-month extension for the capital component of the 2025 Appropriation Act, shifting the implementation deadline from June 30, 2026, to September 30, 2026.
The move is intended to salvage ongoing projects and give Ministries, Departments, and Agencies (MDAs) more time to fully utilise already released funds. This represents the third extension granted for the 2025 capital budget. The National Assembly had earlier moved the original December 31, 2025 deadline to March 31, 2026, and subsequently to June 30, 2026.
Sponsor of the motion, Senate Chief Whip Senator Tahir Munguno, said the extension was necessary because a substantial portion of released funds is yet to be utilised due to procurement delays, project execution challenges, and administrative bottlenecks.
“Several strategic projects across key sectors of the economy are already at advanced stages of implementation and require additional time for completion, certification and payment,” Munguno noted. He warned that failure to extend the deadline could lead to the abandonment of vital projects, wastage of committed public resources, and disruption of government interventions.
Senator Olamilekan Adeola, Chairman of the Senate Committee on Appropriations, who seconded the motion, acknowledged that while payments for some projects had commenced, numerous obligations remained outstanding. He referenced President Bola Tinubu’s position that only about 30 per cent of the outstanding 2025 capital commitments would be covered through rollover, with the balance to be reflected in the 2026 budget.
President of the Senate, Senator Godswill Akpabio, described the extension as consistent with the National Assembly’s responsibility to ensure effective budget execution and prudent management of public funds. “Although payments have commenced, a considerable number of obligations remain outstanding. It has therefore become necessary… to further extend the implementation period beyond June 30, 2026, to September 30, 2026,” Akpabio said.
The Senate President expressed optimism that the additional window would allow the government to settle all outstanding commitments and enable a smooth transition into the 2026 fiscal year.
