The Cross River State House of Assembly on Tuesday passed a constitutional amendment bill endorsing the creation of state police services, with all 22 lawmakers present voting in favour.
The Constitution (Sixth Alteration) Bill, 2026, seeks to establish a legal framework for decentralised policing across Nigeria to tackle insecurity. Three of the Assembly’s 25 members were absent for the vote.
Speaker Rt. Hon. Elvert Ayambem said the unanimous support among those present showed the 10th Assembly’s commitment to reforms aimed at protecting lives and property. He stressed that any state police system must operate under the rule of law, with accountability and democratic oversight.
House Leader Rt. Hon. Francis Asuquo, representing Odukpani, argued that bringing policing closer to communities would improve response times and allow officers to address problems specific to local areas.
Hon. Brian Odey (Yala I) called for close coordination with federal security agencies so that state police would complement rather than duplicate existing structures. Deputy Leader Rt. Hon. Davies Eta (Abi) emphasised the need for safeguards, professionalism and respect for citizens’ fundamental rights.
Lawmakers also pointed to potential gains in intelligence gathering and overall protection of lives and property.
The bill contains 26 clauses and proposes changes to multiple sections of the constitution. Its passage signals Cross River’s formal endorsement of the proposed amendments. The measure must still complete the full constitutional amendment process before any national changes can take effect.
Similar bills have recently been passed by the Anambra and Ogun state assemblies.
