President Bola Tinubu has sent five executive bills to the Senate for consideration, covering reforms to the National Drug Law Enforcement Agency, expansion of transport safety investigations, creation of a national training school for public servants, and the domestication of key international humanitarian and criminal law treaties.
Senate President Godswill Akpabio read the communications on Tuesday and referred the bills to the Committee on Rules and Business.
The National Drug Law Enforcement Agency Bill 2026 seeks to repeal both the existing NDLEA Act and the Indian Hemp Act. It would create a single legal framework to tackle the cultivation, processing, trafficking and use of illicit drugs, while giving the agency clearer powers to investigate people suspected of involvement in drug-related activities.
A second bill proposes amending the Nigerian Safety Investigation Bureau Act of 2022. The changes would turn the bureau into an independent body with authority over safety investigations across aviation, maritime and other transport modes. Oversight would move to the Presidency, with adjustments to the bureau’s administrative structure.
The National School of Government Bill 2026 would repeal the Administrative Staff College of Nigeria Act and establish a new institution focused on leadership development, policy delivery and capacity building for the public sector.
Tinubu also transmitted legislation to domesticate the four Geneva Conventions of 1949 and their two Additional Protocols of 1977, which protect victims of armed conflict. A companion bill would incorporate the Rome Statute of the International Criminal Court into Nigerian law, establishing a framework for prosecuting genocide, crimes against humanity, war crimes and the crime of aggression, and providing for cooperation with the court.
Separately, the Senate received notification that the president has assented to two amendment bills. These add the Federal University of Technology and Vocational Studies in Yaba, Lagos, and the Federal University of Technology and Vocational Studies in Kaduna to the list of institutions covered by the Federal Universities of Technology Act. Akpabio described the approvals as an important step for education and referred the documents to the Clerk of the National Assembly.
