The Federal Government has officially abolished the Junior and Senior Secondary School levels, introducing a new 12-year uninterrupted basic education system. Under this model, Nigerian students will complete their basic education before progressing to higher education opportunities.
This initiative marks the end of the 6-3-3-4 education structure, replacing it with a 12-4 system. Additionally, the government has proposed setting 16 years as the minimum age for entry into tertiary institutions, pending approval from the National Council on Education (NCE).
Minister of Education, Dr. Tunji Alausa, announced the policy change during the 2025 extraordinary NCE meeting in Abuja. The gathering, which included education commissioners from all 36 states and the Federal Capital Territory, as well as key stakeholders and development partners, reaffirmed the NCE’s role as the highest decision-making body in the education sector.
Dr. Alausa explained that incorporating secondary education into basic education ensures students receive continuous learning up to age 16. The reform aligns with global best practices, aiming to reduce dropout rates by removing financial and systemic obstacles that often prevent students from completing their education.
“By extending basic education to 12 years, we will establish a standardized curriculum nationwide, providing early exposure to vocational and entrepreneurial skills,” Alausa stated. “This will prepare students for both higher education and employment, mirroring systems in developed nations where foundational education spans 12 years.”
The Minister emphasized that the policy will enhance Nigeria’s global competitiveness, improve educational outcomes, and have a broader economic and social impact. He noted that a more educated youth population contributes to national development, workforce readiness, and a reduction in child labor and other social issues caused by early school dropouts.
To implement this reform effectively, the government plans to focus on policy adjustments, infrastructure development, teacher recruitment and training, curriculum improvements, and securing additional funding and partnerships.
