The House of Representatives Committee on the Review of the 1999 Constitution has received requests for the creation of 31 new states across Nigeria’s six geopolitical zones.
Deputy Speaker Benjamin Kalu read the committee’s letter at Thursday’s plenary, outlining the conditions that must be met before any state creation request is granted.
Proposed New States
The proposed states include:
Kogi State: Okun, Okura, and Confluence
Benue State: Benue Ala and Apa
Federal Capital Territory: FCT State
Adamawa State: Amana
Bauchi State: Katagum
Borno State: Savannah
Taraba State: Muri
Kaduna State: New Kaduna and Gurara
Kano State: Tiga and Ari
Kebbi State: Kainji
South East Region: Etiti, Orashi (6th state in the region), Adada (from Enugu), Orlu, and Aba
Cross River State: Ogoja
Delta State: Warri
Rivers State: Ori and Obolo
Ondo State: Torumbe
Oyo State: Ibadan
Lagos & Ogun States: Lagoon
Ogun State: Ijebu
Oyo/Ogun/Osun States: Oke Ogun/Ijesha
Constitutional Requirements for State Creation
The letter emphasized that Section 8 of the 1999 Constitution (as amended) outlines the necessary steps for initiating the state creation process. According to the document:
1. A request must be supported by at least two-thirds of members of the Senate, House of Representatives, and the House of Assembly in the affected area, as well as the Local Government Councils.
2. Local Government advocates seeking additional councils must also adhere to Section 8 of the Constitution.
3. The results of referendums conducted by State Houses of Assembly must be submitted to the National Assembly for consideration.
Submission Guidelines
Proposals must be submitted in three hard copies to the Secretariat of the Committee at Room H331, House of Representatives, White House, National Assembly Complex, Abuja. Additionally, electronic copies should be sent to the Committee’s official email at info.hccr.gov.nj.
