A heated exchange broke out between Nigerian and South African parliamentarians at the 55th Commonwealth Parliamentary Association (CPA) Africa Region Conference in Lilongwe, Malawi, over how to describe and address violence against foreign nationals in South Africa.
More than 300 legislators and officials from across Africa gathered at the Bingu International Convention Centre for the meeting, held under the theme “Renewing the Social Contract: Parliaments as Catalysts for Inclusive Growth and Citizen Trust.” Discussions focused on democracy, human rights, governance and regional cooperation, but the session on migration and attacks on foreigners quickly escalated into a sharp diplomatic dispute.
Nigerian delegates insisted that the recurring violence targeting African migrants must be formally recognised as xenophobia. They argued that avoiding the term conceals systemic discrimination and that even documented foreign nationals have been attacked, pointing to failures in protection and law enforcement. South African representatives rejected the label, contending that any regional conversation must prioritise the challenges of irregular migration and the need to enforce immigration laws and secure borders.
The confrontation, described by observers as tense and deeply political, briefly overshadowed the broader conference agenda and highlighted longstanding frictions over the treatment of African migrants in South Africa. The event, hosted by the Parliament of Malawi from 9 to 16 August 2026, drew delegates from 17 African countries.
