The United Kingdom is introducing stricter regulations that could stop universities from sponsoring international students if they fail to meet new compliance standards. This forms part of a broader government effort to tackle visa abuse and reduce asylum claims made through the student route.
The UK Home Office made the announcement on Thursday, revealing updates to the Basic Compliance Assessment framework. Under the new rules, universities must maintain a visa refusal rate below 5%, an enrolment rate of at least 95%, and a course completion rate of at least 90%.
The measures will be rolled out in phases immediately, while a “traffic light” compliance rating system for universities is set to begin in summer 2027. Universities rated “red” will face restrictions on recruiting international students and will be required to deliver a 12-month improvement plan. Those that fail to improve could permanently lose their sponsorship licence.
The government aims to prevent people from using student visas as a false route into the UK for asylum or illegal work. Official data shows that 10,835 individuals who entered on study visas claimed asylum in the year ending March 2026. During the same period, the UK issued 409,954 sponsored study visas down from a peak of 498,626 in the year ending June 2023.
Minister for Migration and Citizenship, Mike Tapp, emphasised that the UK remains open to genuine international students while stressing the need for stronger safeguards.
“The UK will always welcome genuine international students, and our universities are rightly admired around the world, but our visa system must not be used as a backdoor to asylum and illegal working,” he said.
Tapp noted that student asylum claims have already fallen by 30% in the past year, but warned that more action is required against those trying to exploit the system.
The policy reflects increasing concerns over asylum applications from people who initially entered the UK through legal visa channels, with nationals from Pakistan, Eritrea, Iran, and Afghanistan featuring prominently in recent statistics.
