In 2024, Nigeria allocated a significant N58 billion for the reintegration of former militants through the Presidential Amnesty Programme, as recorded in the Open Treasury Portal.
A notable portion of this, N8.8 billion, was disbursed in December alone.
The proposed 2025 budget indicates an increase in funding, with N65 billion set aside for the rehabilitation of reformed ex-militants in the coming year.
Previously, it was disclosed that the official website of the Presidential Amnesty Programme (osapnd.gov.ng) was inaccessible, displaying an error message signaling a critical malfunction.
An earlier audit by the Auditor-General of the Federation exposed severe financial mismanagement within the programme.
More than N6 billion was withdrawn without proper auditing, including tuition payments for students in the programme without adequate records confirming their identities.
The audit revealed major violations of financial protocols, such as N1.53 billion in tuition fees paid without supporting documentation, contravening the 2009 Financial Regulations.
Additionally, N3.62 billion was processed without internal audit verification, resulting in unauthorized payments and misappropriation of public funds.
The report further disclosed that N1.3 billion was approved, paid, and recorded in the cash book without corresponding payment vouchers.
These financial discrepancies have sparked concerns over the transparency and accountability of funds allocated to the Presidential Amnesty Programme.
In 2020, then-President Muhammadu Buhari suspended the programme’s coordinator, Charles Dokubo, following allegations of corruption related to fund mismanagement.
