A civil society group, Tracka, has petitioned the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to probe the use of N296.4 million in public funds for an Information and Communication Technology/Computer-Based Test (ICT/CBT) centre at Claretian University, a private institution in Imo State.
The facility, fitted with 40 HP laptops, was commissioned in November 2025. According to Tracka, the project was financed through a constituency project facilitated by Senator Ezenwa Onyewuchi, who represents Imo East Senatorial District.
The group questioned why substantial public resources were channelled into a private university while many public schools, health facilities and roads across the state continue to suffer from poor infrastructure and service delivery.
“This raises a critical accountability question: Why was N296.4 million in public funds used to construct and equip a facility within a private university when public schools, health facilities, and roads across Imo State continue to face serious infrastructure and service-delivery challenges?” Tracka stated.
The organisation called on the anti-graft agencies to examine the procurement process, funding source, contract award, implementation, beneficiaries and the justification for locating a publicly funded project in a private institution.
Checks on the public payments portal Govspend confirmed the disbursement highlighted by the group.
Tracka emphasised that public expenditure must be transparent and serve the public interest, especially given ongoing concerns about the execution of constituency projects nationwide. The group urged relevant authorities to provide clarity on how the project was approved, awarded and implemented.
