The European Union Delegation to Nigeria and ECOWAS has dismissed as inaccurate and speculative media reports claiming it rejected an invitation from the Independent National Electoral Commission (INEC) to observe Nigeria’s 2027 general elections.
In a statement issued in Abuja on Monday, the EU confirmed it received a formal invitation from INEC dated 17 April 2026. It said it accepted the invitation and will deploy an Electoral Expert Mission (EEM) rather than a full-scale Electoral Observation Mission.
The mission will consist of between two and four independent experts, who will be formally accredited by INEC as observers. In its response to INEC dated 28 July 2026, the EU thanked the commission for the invitation and outlined the planned deployment.
The delegation explicitly rejected claims that insecurity or alleged hostile treatment of its observers and officials after the 2023 election report influenced its decision. “The two alleged reasons mentioned in the press reports do not appear in the letter: these are pure speculations,” the statement said.
An Electoral Expert Mission, like a full observation mission, assesses whether an electoral process meets international, regional and national standards for democratic elections. The EEM will produce a final report with recommendations to strengthen Nigeria’s electoral framework. The report will be shared with the Nigerian government and may be made public if the government agrees.
The EU explained that it decides annually which electoral missions to deploy based on invitations received, the specific circumstances of each country and available resources. “It is on this basis that the decision to conduct an EEM in Nigeria has been taken and will be further consulted with the relevant Nigerian authorities for its implementation,” the delegation stated.
The choice of a smaller expert mission does not signal any reduction in support for Nigeria’s democratic process, the EU emphasised. It said the decision “does not affect in any way” the continued implementation of its EU-funded Support to Democratic Governance in Nigeria project, which includes assistance to the electoral process.
The clarification comes as preparations for the 2027 general elections gather pace and public interest grows in the role of international partners.
The EU urged journalists to verify reports about its positions with its press and communication office before publication. “The EU Delegation respectfully reminds members of the esteemed media community that, to avoid issuing such misleading information about positions or statements of the EU, they can simply check their accuracy with the press and communication office of the EU Delegation,” the statement said.
