The Nigerian Senate is set to reconvene on Tuesday for an emergency plenary session to pass the Constitution Amendment Bill seeking the establishment of State Police.
The move follows a quorum shortfall that prevented the passage of the bill before the upper chamber went on recess two weeks ago. Senate leadership has now intensified consultations across party lines to ensure the required two-thirds majority is achieved.
A principal officer of the Senate, confirmed the development in Abuja. “We will surely reconvene on Tuesday to pass the bill on State Police,” the source said. “We did not form the quorum, which is the two-thirds majority of the 109 senators required by the Constitution for the passage of a constitutional amendment bill. The leadership has spoken with members and there is optimism that the required number will be present.”
The emergency sitting is scheduled for Tuesday, June 23, 2026, at 11:00 a.m. Senators were formally notified through a memo issued on June 15 by the Clerk of the Senate, Mr. Emmanuel Odo, at the instance of Senate President Godswill Akpabio.
The notice described the session as necessary to address “matters considered critical to the nation’s stability and security,” with particular emphasis on urgent national importance and issues requiring immediate legislative intervention.
“The Senate regrets any inconvenience this emergency sitting may cause and urges all distinguished senators to make the necessary arrangements to attend,” the memo stated.
The State Police Bill, which has already been passed by the House of Representatives, represents one of the most significant constitutional reform efforts in recent years. Proponents argue that decentralising the policing system would enhance intelligence gathering, improve community-based security, and allow state governments to respond more swiftly to local threats.
Nigeria currently operates a centralised policing structure under the federal government. Persistent challenges such as banditry, kidnapping, terrorism, and communal clashes have strengthened calls for state-controlled police formations to complement federal efforts.
While supporters believe the reform will boost law enforcement efficiency, critics have raised concerns over potential political abuse by state governments.
The outcome of Tuesday’s emergency session is expected to determine whether the bill advances to the next stage in the constitutional amendment process.
